Routine Accommodation

The idea behind "routine accommodation" is simple: agencies will consider the needs of bicyclists and pedestrians and accommodate them, wherever possible, as a routine part of their planning, design, construction, operations and maintenance activities. Measure J explicitly supports the idea that bicycle and pedestrian needs should be routinely accommodated in projects funded with Measure J revenues, and not just with funds set aside for bicycle or pedestrian projects.

The Metropolitan Transportation Committee also supports routine accommodation through its Resolution 3765. This resolution requires all project sponsors that ask for funding from MTC to complete a routine accommodation checklist. In the checklist, project sponsors must describe pedestrian and bicycle needs around the project, local and regional policies on bicycling and walking, and how those needs and policies were (or were not) addressed in the project. As the Congestion Management Agency for Contra Costa, the Authority has a role in MTC's process. Resolution 3765 makes CMAs responsible for ensuring that local agencies have submitted completed checklists for those programs for which CMA's are responsible and for making the completed checklists available for review by their Bicycle and Pedestrian Advisory Committee.
