2011 Congestion Management Program

On Wednesday, November 16, 2011, the Authority adopted the final 2011 Congestion Management Program (CMP). The 2011 CMP responds primarily to key changes that have happened since the 2009 CMP was adopted:

  1. The 2011 CMP reflects the completion or redefinition of existing projects and the identification of new projects that have occurred over the last two years in the seven-year Capital Improvement Program (CIP).
  2. The 2011 CMP addresses changes to the Authority's General Plan Amendments and Environmental Review process established under Measure J.
  3. The 2011 CMP incorporates references to newly-released policy and technical documents, including the Bay Area 2010 Clean Air Plan and the 2010 Highway Capacity Manual.

The adopted 2011 Contra Costa CMP is available in three parts:
