Action Plans

As part of the update of the Countywide Transportation Plan (CTP), the Regional Transportation Planning Committees, or RTPCs, are updating their Action Plans for Routes of Regional Significance. The Action Plans represent a joint plan for addressing the impacts of new development on the region's freeways, arterials, transit and trails. Each identifies:

  • A system of Regional Routes, those freeways, arterials and other main connections among Contra Costa's communites and surrounding region
  • Adopted Multi-modal Transportation Service Objectives (MTSOs) that use a quantifiable measure of effectiveness and include a target date for attaining the objective
  • Specific actions to be implemented by each participating jurisdiction to achieve the MTSOs
  • Requirements for consultating on environmental documents 
  • Procedures for reviewing proposed local General Plan amendments that influence the effectiveness of adopted Action Plans

The Action Plans help local jurisdictions meet the requirement in the Authority's Growth Management Program that local jurisdictions engage in cooperative, multi-jurisdictional planning.

The RTPCs developed the first Action Plans in the early 1990s and updated them in 1999-2000, 2009, and most recently in 2017. Visit this page to view the 2017 Action Plans and download drafts.
