CCTA is searching for qualified firms to provide strategic communication and marketing services to build upon the communications activities and materials executed over the past few years to support CCTA’s communications goals of connecting the work our agency does to what is happening in people’s lives and aligns with established communication themes:

A Partnership with the Public focuses on the fact that Contra Costa County voters made the decision to invest in transportation infrastructure with the passage of Measure C in 1988 and Measure J in 2004 and informs them of the meaningful projects and programs that have resulted from this investment.

Efficiency and Accountability challenges the usual perception of public agencies as large, inefficient organizations by consistently shining a light on CCTA’s many accomplishments with its small staff.

Planning for Our Future is meant to highlight how CCTA’s work implementing quality of life improvements through transportation planning is helping residents’ vision become a reality.

This contract will run for the period of 24 months with an expected start date in May 2017, with an option to renew for an additional 12-month term, which may be exercised at CCTA’s discretion. CCTA prefers that the agency have experience in the public sector or transportation industries or other transferable experience.

The selected agency will revitalize and refresh CCTA’s communications and marketing assets including a redesign of the ccta.net website; creative development of new materials, including videos; management of marketing or advertising campaigns; expanded communications support; assistance with media relations and events; and continued support and maintenance of the Authority’s web properties, online communications platform and social media channels. CCTA will retain ownership rights to all work products, including creative assets, developed as part of, or in conjunction with this contract. The selected agency will be required to provide all materials, including native files, monthly to CCTA.

– Contra Costa Express Bus Study - Request For Proposals 14-2

The current Contra Costa Express Bus Study was prepared for CCTA in December 2001. The attached Request For Proposals (RFP) 14-2 is to update the existing document.

Measure J provided a committed funding source to express bus service – Program 16 which dedicated $86 Million (2004 $) to express bus capital and operating expenses. Since Measure J was enacted transit revenues in general have seen significant changes. As a result of the economic downturn, sales tax revenues were well below projections. In addition, the State temporarily eliminated both State Transit Assistance (STA) funding and Proposition 42 funding to transit. Consequently, transit operators used their Measure J express bus allocations to maintain existing express bus services as they struggle to find a balance in service for transit dependent populations, lifeline services and commuters.

The current planning project proposes a comprehensive look at the current express service in Contra Costa County provided by all operators and a blueprint for improved express bus services considering likely fund scenarios.

The Contra Costa Transportation Authority (Authority) is releasing this Request for Proposal (RFP) to interested consultant firms to prepare a Strategic Plan for the 511 Contra Costa Transportation Demand Management Program. The consultant’s objective will be to assist the Authority, SWAT and WCCTAC by developing a strategic plan for the 511 Contra Costa Program. The strategic plan will evaluate existing programs and services, the service delivery model, industry best practices, and emerging projects and programs from around the world.

The consultant will consider emerging technologies and determine their applicability to Contra Costa County. Consultant will also consider and recommend ways in which 511 Contra Costa can engage these new technologies to better reach the residents and commuters of Contra Costa and reduce vehicle miles traveled. The plan will also consider recommendations regarding elimination of existing programs, addition of new programs, more efficient delivery of services and improved outreach techniques and marketing. The strategic plan will ensure the program continues to meet its goal to reduce greenhouse gas emissions and vehicle miles traveled by establishing a process for performance monitoring using key performance indicators to ensure the programs continue to be cost effective.

The Contra Costa Transportation Authority (Authority) is releasing this Request for Proposal (RFP) to interested Consultant firms/teams to perform full construction administration and construction management services to Advertise, Award and Administer (AAA) a construction contract for the Interstate 680 (I-680)/State Route 4 (SR4) Interchange Improvements Project – SR4 Widening - Phase 3 (Project) in Contra Costa County.

Consistent with Authority policies, firms that have provided Plans, Specifications, and Estimate (PS&E) design services for this Project are not eligible to provide construction management services.

This RFP describes the Project, the required scope of services, the minimum information that shall be included in the Proposal, and the selection process. Failure to submit the Proposal in accordance with the procedures outlined may be cause for disqualification.

Consultants responding to this RFP shall have comprehensive experience and knowledge of construction management of California Department of Transportation (Caltrans) and Authority projects. Respondents shall possess knowledge of regulations and codes regarding construction management of State of California highway and street projects. The demonstration of prior construction management services on Caltrans highway projects, and local street projects are required.

A Pre-Submittal Conference is scheduled for Friday, May 5, 2017 at 10:30 A.M. in the Authority’s Board Room located at 2999 Oak Road, Suite 110, Walnut Creek, CA, 94597. Interested Consultants are strongly encouraged to attend this Pre-Submittal Conference, though attendance at this Conference is not mandatory.
