Mr. Engelmann currently serves as Deputy Executive Director for Planning at the Contra Costa Transportation Authority, where he is responsible for implementing the Measure J Growth Management Program and the state-mandated Congestion Management Program. Mr. Engelmann is responsible for preparing and updating the Authority’s Countywide Transportation Plan (CTP), which lays out a 25-year vision for transportation in Contra Costa. He also works in partnership with the regional agencies for the San Francisco Bay area, coordinating multimodal plans for transportation improvements, and creating supportive land use strategies to assess the impacts of local land use decisions on the regional transportation system. Mr. Engelmann joined the Authority in 1990, helping to craft and implement an innovative, voter-approved Growth Management Program – the first of its kind in California.
Prior to coming to CCTA, Mr. Engelmann was with Bechtel Corporation working first on international airport projects and, later on program management for the Measure A Highway improvement program in Santa Clara County. Mr. Engelmann holds two under graduate degrees from the University of Maryland (Civil Engineering and Economics) and the degree of Master of Science in Transportation Engineering and Planning from UC Berkeley. He is a registered Professional Engineer in the State of California.
