Community-Based Transportation Plan
CCTA is developing a plan for how people will move around our county through 2050. As part of our broad planning effort, we’re creating the first countywide, community-based plan that looks closely at a handful of specific areas in the county.
These places were flagged by our regional partners because targeted fixes — like safer crossings, better bus connections, smoother links for people walking and biking, and comfort upgrades — could make a big difference there.
While many of the projects in our Countywide Transportation Plan will be long-term regional efforts that may develop over the course of 25 years, the projects identified in this community-based plan can be implemented more immediately.
The goal of our survey is to identify transportation gaps and identify the projects and programs to close them. Your ideas will help shape safer, easier, more reliable ways to travel within and between neighborhoods across the county. It only takes a few minutes, and your feedback will help deliver real improvements in your community!

A stakeholder steering committee has been created to guide the Countywide CBTP development effort, which began in early 2025 and will continue through mid-2026.
This is the first countywide Community-Based Transportation Plan. From 2018-2020, CCTA also updated the local CBTPs for Pittsburg-Bay Point, Monument Corridor, Richmond Corridor, and Downtown Martinez. You can find the updates to those plans below.
Pittsburg-Bay Point
The Pittsburg-Bay Point area Community-Based Transportation Plan (CBTP) focuses on transportation improvements to address the mobility needs of economically disadvantaged communities in the City of Pittsburg, Bay Point, and the City of Antioch.
This is the first update to the Pittsburg-Bay Point Area CBTP, which was originally adopted in 2007. The current CBTP update process began in fall 2018 and is scheduled for completion in spring 2020.

Monument Corridor
The Monument Corridor Community-Based Transportation Plan (CBTP) focuses on transportation improvements to address the mobility needs of economically disadvantaged communities in the City of Concord.
This is the first update to the Monument Corridor CBTP, which was originally adopted in 2006. The current CBTP update process began in fall 2018 and is scheduled for completion in spring 2020.

The Richmond area Community-Based Transportation Plan (CBTP) focuses on transportation improvements to address the mobility needs of economically disadvantaged communities in the City of Richmond, the City of San Pablo, the City of El Cerrito, and portions of unincorporated Contra Costa County.
This is the first update to the Richmond Area CBTP, which was originally adopted in 2004. The current CBTP update process began in fall 2018 and is scheduled for completion in 2020.
