State Route 4 Balfour Road Interchange (Phase 1)

The Contra Costa Transportation Authority (CCTA) is constructing a new Balfour Road Interchange at Highway 4. The Balfour Road and Highway 4 intersection is currently signalized, resulting in traffic backups during peak commute times. This project will replace the at-grade intersection with a new interchange at this location.

This is the final phase of bypass construction to improve traffic flow on Highway 4. The bypass projects on Highway 4 were developed cooperatively among the Contra Costa Transportation Authority, and the cities of Brentwood, Antioch, and Oakley to ease traffic congestion along Highway 4. The Contra Costa Transportation Authority (CCTA) completed another stage of construction on the Balfour Road Interchange Project, and opened newly constructed lanes to the public the weekend of July 20-22, 2018. A traffic switch occurred to move eastbound Highway 4 drivers onto the newly built, elevated alignment over Balfour Road. Additionally, eastbound Highway 4 motorists are now able to use newly constructed on and off-ramps. A new signal is activated at the intersection of Balfour Road and the new off-ramp, and directional signage is in place to help inform motorists.
