John serves as the Director, Planning for the Authority responsible for planning, organizing, and directing activities overseeing the Growth Management and Congestion Management Programs and related technical work.

John joined the Authority in spring 2020 and brings over 28 years of public service experience working for state, regional, county and local agencies along with the private sector focused on transportation projects and programs including policy, funding, programming, planning, design, construction and asset management. John holds a Bachelor of Science in Civil Engineering from California State University, Long Beach.
