Tim Haile is the Executive Director of the Contra Costa Transportation Authority (CCTA). CCTA is Contra Costa County’s designated Congestion Management Agency, responsible for putting programs in place to keep traffic levels manageable and planning, funding, and implementing innovative transit programs that strengthen our diverse communities to improve the lives of residents.
He is an award-winning transportation expert and advocate for redefining mobility with a proven track record of being a champion of change. Tim strives to advance emerging technologies and transportation solutions that are safe, equitable, sustainable, and accessible. His people centered mobility approach has developed award winning programs, such as Innovate 680, which connects communities by providing customer focused mobility options to travelers by understanding people’s needs through travel behavior research and encouraging travelers to move toward shared mobility.
Tim is a recognized industry leader in connected and autonomous vehicles through the largest autonomous vehicle testing facility in the Country, GoMentum Station, which deployed the first shared autonomous vehicles open and free to the public in the Bay Area. Through his leadership, CCTA created the Dynamic Personal Microtransit autonomous vehicle project, a 28-mile connected AV network to support public transportation being delivered through a public private partnership.
He is passionate about the continued growth of our future generations and STEM programs. CCTA has contributed significantly to creating high quality STEM programming in the region including the Girls Lead The Way STEM Summit reaching more than 150 girls each year since 2018; the Cal Poly Pomona Femineer Program at Ygnacio Valley High School which has reached more than 100 girls each year at three schools in the East Bay; and the Redefining Mobility Summit hosted by CCTA. The Redefining Mobility Summit has given 18 schools, over 300 students, and 20 teachers the opportunity to access leading-edge information about the future of Advanced Transportation by introducing them and their engineering-related interests to more than 300 industry representatives annually since 2020. As if that were not enough, the Redefining Mobility Summit provides sustaining resources to enable STEM programming to grow and have an impact on more schools, teachers, and students in the region.
Tim has been an active leader in the transportation industry and community, being part of the Transportation Research Board Managed Lanes Committee and Board Member of the California Transportation Foundation. Internationally, Tim has participated in transportation policy, research, and autonomous vehicle deployments collaborations with Japan, Australia, Canada, and Netherlands. His global perspective brings value to implementation and partnerships with both the public and private sector.
In recognition of his knowledge and outstanding leadership, Tim received the 2023 ITS Distinguished Award for Advancement of Research and Innovation from Berkeley Institute of Transportation Studies. He was named Champion of Change by Bay Area LEEDs in 2023 for the support and development of quality STEM programs. In 2021, he was nationally recognized by Government Technology publication for Innovative Leadership and in 2014 he was named one of the “Top 20 under 40 Engineering Professionals in California” by Engineering News Record Magazine.
Previously, he served as CCTA’s Deputy Executive Director, Projects and has more than 20 years of experience in program management, public works, and transportation projects. Prior to joining CCTA, he worked at Michael Baker International and the California Department of Transportation. Tim is a registered Professional Engineer and earned his Bachelor’s Degree in Civil Engineering from California Polytechnic State University, Pomona. He also served as an adjunct professor for the Highway Design Course at his alma mater for over eight years.
